Shift key not working while caps lock is on.

I'm trying to write in all caps, but I'm required to always write some characters as lower-case...

While caps-lock is on, I can't write a lower case letter. I have to press the caps-lock to turn it off, press the letter, then press caps-lock again. As far as I can tell, "shift" has no function while caps-lock is on... It's so frustrating to press 3 buttons that I often just hold down shift while typing the whole sentence... which is faster...

P.S. In Settings->Keyboard-> modifier keys, Caps Lock is set to function as Caps Lock. So that's not the problem.

PSS Here is a link to download the "US with PC Shift" keyboard file. You put the .keylayout file in Library/Keyboard Layouts and then go to system preferences/keyboard/input sources and use the plus button to add it (it should be in the Others category), and then select it in the "flag" menu at the top right of the screen.

With the US keyboard layout, when caps lock is on, shift just changes the number and punctuation keys to produce their upper case values (otherwise they remain as they were). Are you expecting to be able to type lower case letters? It never does that on my machine. Has it done so on yours in the past?

To trouble shoot further you can:

Try a SafeBoot https://support.apple.com/en-us/HT201262

Takes noticeable longer to get to the login screen as certain system caches, dynamic loader cache etc get cleared and

rebuilt. This test will tell you if third party inference; extensions etc are not loaded in safe boot mode.

Test issue in another user (or guest user) account https://support.apple.com/en-us/HT204443

This will tell you if it a universal issue or isolated to your user/admin account.
