Why is photo quality lowered when photo is added to a note in Notes?

In Notes, both pasting a copied photo and adding the same photo from the photo library result in a lower quality image in the note. Is there a setting to preserve the original quality of the original photo? I have turned on Optimize Photo Storage under settings for Photos. Does this cause this degraded quality? I’m using IOS 11.4.

How to improve notes scan quality ? Whenever I scan Polaroid photos in the notes app every since the new iOS update, my photos underexposed looking black in certain areas or overexposed, as well as giving a blue ish tint filter and the quality is more different than the photo/ before the update, how can I fix or improve it ?
