apple id disabled, new password wont work

I have been getting an "Apple ID Disabled" message any time I try to do anything on my phone. I have now reset my password for my account the way apple advises. However, now my phone is telling me I need to sign into my apple account, so i put the new password in and then it tells me an "unknown error" has occurred and I still cannot log in and my account is still saying its disabled, but only on my cellphone. How can I fix this?
