Approve iPad from another device?

Restored iPad from icloud backup. Signed into iCloud on device. Get prompted To approve iPad from another device and just spins waiting. there Is no place to enter a code and no code comes up on any of the other devices in the iCloud account. Hit Can’t approve and get a prompt to re-encypt and says passwords may disappear. I hit cancel and then the window disappears but Icloud says it has a problem. If I sign into iCloud the device shows up in the list.
