Hard to say. According to the Keynote for WWDC, it was supposed to become available after 12:00 noon, PDT. It is supposed to be available through the Watch app on the iPhone, when you go to the Face Gallery. I just opened mine, and it appears under New in watchOS.
In Russia it doesn’t work, I guess.
Or it may be something that is rolling out in groups, and has not made it there yet. I would wait and see what happens, but give it some time.
