Why is the FaceTime menu missing the 'effects' option?

My friend has an iPhone 6s Verizon and installed iOS 12 yesterday. I have it too on my iPhone 7 Plus Cricket and AR Stickers and Filters work perfectly on FaceTime, but not on my friend's phone. Does anyone know why? Her phone is definitely AR capable and I know because we both successfully downloaded iOS 12 because we both see the new features including AR Measure app and Three-way facetime.

Anyone have any ideas why she can't use AR Stickers on FaceTime?
