Well if your looking for a refurbished iPhone 8 from Apple right now, you're not going to find it. Apple typically doesn't sell refurbished versions of their flagship phones in their first year. So you'll either have to get an iPhone 7 straight from Apple Refurbished, or go to some other 3rd party that has refurbished iPhone 8s.

Apple is constantly refurbishing iPhones as they're returned or exchanged for replacements. But obviously the replacements (which may be refurbs) have to come from somewhere.
You can find them on the online Apple store sometimes Certified Refurbished - Apple
That's really a business decision whether they do that. However, I would think that refurbs would be primarily going towards replacement devices under warranty or out of warranty.
