Albums are really just indexes point to the original photos, so there is nothing to move. As themodernlad indicated, you would create a new album, and select the photos you want in it. Modify the other album as you wish. And note that this will only work for albums you have created on the iPad itself. If you have sync'd albums from iTunes, then you can't modify them on the iOS device.
Create a new album
Go to Albums on your iPhone, iPad, or iPod touch and tap
. On your Mac, click My Albums >
> Album. Enter an album name, then choose the photos and videos that you want to organize in the new album.
On your Mac, you can also select the photos you’d like to add to an album, control-click, then choose Add to > New Album.
Add to an existing album
On your iPhone, tap Select and tap the photos and videos that you want to add. Tap Add To and choose the album. On your Mac, you can simply drag photos into an album from the Sidebar.
Manage your albums
If you want to change an album name, select the album, then enter a new name. You can rearrange your albums too: just select and hold the album and drag it to the place you want.

I suppose you want to create an album in the Photos app. You can do this by clicking the plus button in the Albums tab, and add all the photos you want.
You cannot directly transfer photos between albums. You have to delete the photo in the previous album after putting them into a new album.
