Did you actually format that USB drive or did you just plug it in out of the package?
If you did just plug & play, it is probably formatted to FAT32 or ExFAT instead of HFS+ or APFS, which is why you don't see that option available in the right-click menu.
You will have to re-format the USB drive with the Disk Utility to either of those formats.

Contacted company. They said it is a known bug with High SIerra and their USB and they are working on it.
Agree. Got that option to "Encrypt DiskName" for years when right clicking on a disk. That's why I am so confused about not seeing it now...
