There are limited ways to get the Recovery HD;

  1. Installing macOS using an Installer application.
  2. Cloning an existing copy of macOS using Disk Utility.
  3. Using Carbon Copy Cloner to clone both system and Recovery HD.

These are the only current ways to copy a Recovery HD. Only using Disk Utility can you install macOS with a Recovery HD, automatically. There are some limits to using Disk Utility. Disk Utility is a full disk copier, not a file copier. This means that if the Source disk is "size=x", then the Target disk must be "size=x" or larger.
