If the phone is connected to a wifi network, yes. Otherwise no. Find my iPhone requires an internet connection, either cellular data, or wifi.

As long as the iPhone can connect to the internet Find my iPhone will work. If the sim card is removed, the iPhone would need to connect to a Wifi network to report back its location.
