I'm trying to get my Apple ID open again, right now it's disabled and I'm unable to update or purchase anything on my phone

I keep getting a message on my Apple 8 phone that my Apple ID account is disabled and I'm trying to get it open again so I can make purchases and buy apps on my phone. I went into my Apple ID and have updated it and made some changes but it is still not working.

iPhone 8, iOS 11.3.1
