when I’m configuring AirPlay 2 connection between Apple TV 4K
and iPad Air 2 (IOS11.4) by Bluetooth I’m getting this code error (-71163).
Does anyone know what this code error means?

Just figured this out! I got this error, too. But I bet like me, you had deleted the Home app from your iPhone? Reinstall the Home app on your iPhone and try to set up Airplay 2 on your Apple TV again. It just worked for me.

You don't connect your phone to the Apple TV via Bluetooth. You can use Airplay from the control center or within apps if that's what you want (HT204289).
I had this issue too and the solution was to re-download the Home app onto the device I was using to set up AirPlay2.

I contacted the Apple support but they could not decode this error code.
So,I decided to reset settings Apple TV to factory default and I made configurations again. Result: the problem is solved.

Yes I know, but I wrote connection configuration and not the connection my phone with Apple TV by Bluetooth. This ”wizard” is something similar as a function when you want to connect the AirPods to your phone or ipad. The instruction how to do this is displayed on Apple TV screen: Settings->AirPlay->Select Room (second option).
So go to the Apple TV Setup app, select AirPlay, select "select a room", and you're asked to "Setup AirPlay 2". Follow the instructions, and I get this error too!
