I'm trying to send live photos to my friend but on her end it comes in as a still and vice versa.
Note:
- we both have iphone 8's
- we have the latest software
- we also tried on FB messenger and same result
- yes they start out as live from my phone

No. SMS is simple text only and MMS do not do Live photo.
Since you both have iPhone, why not iMessage?
You can only share a live photo and have it stay live via the following ways:
If you send it in an email, even to someone with an iPhone, the live part is stripped out.
If someone shares a Live Photo with you via AirDrop, iMessage, or iCloud Photo Sharing, you can swipe up on the image (on supported models) to add a Live Photo effect—Loop, Bounce, or Long Exposure. See Take photosfor information about taking Live Photos.

you guys are better than the customer service line at apple. they were telling me sms was possible but couldn't figure out why it wasn't working!
