getting duplicates of songs on iTunes with iCloud icon

I am getting duplicates of songs I have with an iCloud icon on iTunes.

Can I delete these without any negative consequences?

How do i get this to stop occurring?

iMac (21.5-inch, Late 2013), macOS High Sierra (10.13.5)
