Used iPad registration
My wife has purchased a used iPad and does not have an Apple ID. How do we transfer from the previous owner?

If the previous owner did not follow the steps in - What to do before you sell or give away your iPhone, iPad, or iPod touch - Apple Support then you will need to ask them to remove activation lock (Turn off Find My iPhone Activation Lock - Apple Support).
Once they have done that, you can restore the device as new with iTunes and set it up as your own.
