there is a problem with this windows installer package.
a program run as part of the setup did not finish as expected.
contact your support personnel or package vendor...

I also browsed to that folder and there was no icloud.exe file there
I'm uninstalling all apple products (I originally installed iTunes from windows store with reservations) and reinstalling it from apple. i'll test and see if icloud works after that and let you know.

I even right-clicked the installer and "run as administrator"
