Creating a group in contacts

I’m trying to creat a group in messages and do not have option to create group in contacts.

iPad (3rd gen) Wi-Fi + Cellular, iOS 5.1.1

Hi I do not see where add geoup is on my phone or iPad.

I go into contacts and hit plus sign to add. It only shows add contact. No option to add or create group.
