I understand that you're having trouble accessing the App Store on your Apple Watch, and I see that you've tried restarting as well as removing the app and reinstalling it. I know it's important to use the App Store with your Apple Watch; I'd like to help. Based on the steps you've taken so far, I'd recommend that you use these steps to un-pair your Apple Watch from your iPhone: Unpair your Apple Watch and iPhone
Then set it up again: Set up your Apple Watch

Let me know if you continue to see the same behavior from the App Store on your Apple Watch.

Thank you for taking the time to work through those steps. I see you mentioned that the iOS on your iPhone is up-to-date; is the watchOS updated as well? The most recent release is watchOS 4.3.1, this guide will help you to update if needed: Update your Apple Watch

If your watchOS is already up-to-date, I'd recommend reaching out to Apple for further assistance: Contact Apple Support

Thank you for the reply. I unpaired my watch from my iPhone and re-paired it, several times and it is still telling me the same thing. Any other suggestions?
