I want to know why "SETTINGS" requires cellular data?

1) I want to know why "SETTINGS" requires cellular data?

2) What is it in the “settings“ itself that can use cellular data?

iPhone 8 Plus, iOS 11.2.6, null

Perhaps because among various settings there are some that require the connection (ie iCloud, Location, etc etc.)

You can close all your apps, then activate airplane mode, then open Settings and you'll see that many settings don't use any connection. When the connection is needed, you'll get a warning message.
