I want to know why "SETTINGS" requires cellular data?

Perhaps because among various settings there are some that require the connection (ie iCloud, Location, etc etc.)

You can close all your apps, then activate airplane mode, then open Settings and you'll see that many settings don't use any connection. When the connection is needed, you'll get a warning message.

You need to use a simcard to set iPhone up but after you can remove simcard

But you will not be able to make or receive phone calls or text message

You can just use on wifi.
