Not all of my music is syncing from itunes onto IPod touch

I have over 2000 songs on my iTunes, but on my iPod touch it says I only have 1200 songs on there, all of the songs on my iTunes are saved onto my iCloud, but for some reason they aren't all synced onto my iPod touch - i got the iPod touch in December 2017 and set up the Apple music as well so any songs I download from there are fine - but there are songs that I have had on my iTunes for a lot longer that aren't appearing or not downloaded, I used to have an old iPod nano before this so a lot of the music isn't purchased through iTunes, but are downloaded, like YouTube converting etc. as I couldn't afford to keep buying everything - I spent hours making sure all of the songs on my laptop on iTunes were uploaded to my iCloud and there were no issues, I've tried plugging my iPod touch into my laptop and syncing that way to see if that does anything, I've reset my iPod as well but nothing is happening, is there something in place now that blocks anything that isn't downloaded or purchased via the Apple music or iTunes store from being played on it? As I have some that work, but more recent ones it comes up saying "item cannot be played/item not available" and it doesn't let me download them - if it no longer allowsthis then that's fine and I can have a clear out and delete some music and try and find them on apple music - I'm not a massive user of Apple products and only have the iPod touch, so apologies if this seems a bit confusing!

With an Apple Music subscription, it will try to match the version of a song in your collection to songs in the Apple Music catalog. It's possible that some of the songs from other sources were not able to be matched in iTunes and uploaded to iCloud Music Library. This could prevent the songs from syncing from iTunes to your iPod touch using iCloud Music Library. Let's start by taking a closer look if that is the case. Here's a resource that could help:

Check your iTunes library for songs that are ineligible for upload

  1. On your Mac or PC, open iTunes and turn on the iCloud Download column to see the iCloud Music Library icons.
  2. If you see a cloud icon with a line through it User uploaded file next to any song in your iCloud Music Library, the song is ineligible for upload.
  3. Move these songs to their own folder or to your desktop. If you don't need these songs, delete them.
  4. Turn iCloud Music Library off, then back on.
  5. After iTunes Match finishes matching your eligible songs, you can add the ineligible songs back to your iTunes library.

If you have music on your iOS device or computer from sources other than Apple Music or the iTunes Store

  • You can have up to 100,000 songs in your music library. Songs that you buy or bought from the iTunes Store don't count against this limit.

  • We create AAC 256Kbps versions of songs that are encoded in ALAC, WAV, or AIFF formats and add the AAC version to iCloud Music Library. Your original music file remains untouched on your Mac or PC.
  • We won't add songs to iCloud Music Library that are encoded in AAC or MP3 formats and don't meet certain quality criteria.
  • You must authorize songs that contain Digital Rights Management (DRM) for playback on your Mac or PC before we can add them to iCloud Music Library.
