First, force close Safari and Music on your device: How to force an app to close on your iPhone, iPad, or iPod touch - Apple Support . Then, go to Settings > iTunes & App Stores. Tap your Apple ID and select the option to sign out. Once you're signed out, head back to the Music app and start the sign up process for Apple Music again. You'll be prompted to sign into the iTunes Store during this, and when you do you should be able to get through the verification.
If you're still unable to verify, I suggest trying when you're connected to a Wi-Fi network.
