I can’t download any music onto my iPad or PC, and I also can’t download music I deleted from my phone

On my phone (iPhone 4), I have all of my music except for a video game’s soundtrack which I deleted a while ago. I tried downloading it again, but I went to the iTunes Store and there was no way to download the album or the individual songs, they just showed up as “purchased” and no download icon. On my new iPad, none of any of my music is available for download and does not show up in purchased, same goes my itunes on PC.

None of the songs that show up as “purchased” when I look them up in the iTunes Store are in the purchased section of the iTunes Store. They don‘t show up in hidden purchases and I didn’t buy them using a different Apple ID.
