Transfer from one iPhone to another

I’ve read Transfer content from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support, but it’s not clear when I should put the SIM in the new iPhone.

I’d rather do it after transferring because I have to reinstall on the old iPhone to finish the unlocking and I need to do that before transferring my phone number to T-mobile. I realize that putting in the SIM won’t make that happen, but to be sure I’d rather wait. Will the app and data transfer proceed without complications without the SIM?

You will need a SIM in the new phone to activate it with Apple in order to even get to the screen where you can select an iCloud or iTunes backup to restore from. You can then take it out and put it back in the other phone until you’re ready to switch the cellular service over to the new phone.

Thanks. That will save me the frustration of not having it work.

I don't plan to connect the old phone to T-mobile. I think it will be easier to get the app and preferences transferred then set up with the new phone and have the number transferred all in one go. If the number transfer takes any time I'll still have the old phone working on AT&T.
