Unable to re-activate iphone

My son's iPhone was continuously searching for service. We backed up his phone to his cloud and reset the phone to factory settings. When attempting to re-activate the phone, we are getting a message that the phone could not be activated because the activation server is temporarily unavailable. Can anyone help?

Hi

Turn off your router for 20 /30 seconds when it's back on go to settings on iPhone down to reset Reset network settings After reset enter your router wireless key.

If this doesn't work you need to restore iPhone using your pc make sure pc is running the latest iTunes 12.7.4 turn iPhone off Connect lead to USB on your pc Press just the power button down on iPhone don't let go Connect lead to iPhone keep power button pressed down until pc sees iPhone Then wait for restore you may need to do this more than once Before it works.
