why can’t i send pictures while i’m on the phone?

Some carriers do not support Data and Voice connections at the same time. If you are on a voice call, then any cell data connection may not be available to send the picture.

You would need to contact your carrier to make sure that is available

check settings > cellular > voice and data are on
