Transfer selected apps from itunes to ipad

I am wanting to transfer selected apps from Itunes 12.7.5.9 to my ipad but there is no reference to apps in my itunes. I understand there is the ability to offload apps but that option is not showing in Storage and icloud usage tab on ipad - only delete- my ipad is running latest update of 10.3.3.

My ipad memory is full so I need to delete apps without losing them. Would be grateful for any advice
