I use to see the apps that I have on my iphone and ipad on my itunes but not anymore. Is this right? Am I missing something? If they are not there how do they transfer when I upgrade to a newer different iphone in the future?

1. Yes, if you're using iTunes 12.7 or newer on the computer.

3. You redownload them from the iTunes Store. If desired, you can instead locate the ipa files on your computer and drag them to the new iPhone in the iTunes sidebar.

As Niel has stated, that is now how it works. They no longer appear in your iTunes Library.
Direct management of apps within iTunes was removed from iTunes 12.7 and subsequent builds. See Managing apps with iTunes 12.7 or later - Apple Community.

I am using itunes 12.9.5.7 so Im good there. Im just not seeing on the side bar anything for apps where they used to be in the past.
