Photos hangs loading library

Running High Sierra on MacBook Pro early 2011 version. I've been upgrading from iPhoto to Photos. All but about 1,000 pics in 27,000 pic library have been "updated." Trying to open Photos after last editing session, Photos hangs attempting to load the library. Tried to close Photos, and get an error "can't shut down Photos while loading library." What to do?
