My phone has barely any available storage. After it died and I recharged it, all my text messages are gone. Can they be retrieved? I tried hard reset and toggling iMessage off and on. Neither worked. I don't think anything is backed up to iCloud or iTunes.

No. without any backup, there is no place to recover anything from now.
When storage gets really low the system will inherently become unstable and data loss far more likely. Same thing when you run out of cache and temp file storage space on a computer. You really need to free up some useable storage space if you want to avoid the same thing again.
Implementing a good backup solution would also be a good idea.
