Why cannot update and install any applications due some billing information and it’s like ur declined

When you have a card on an account it has to be a valid card and pass the iTunes validation, that applies to whatever you are trying to download (app updates and new purchases).


If the card is being declined : If your payment method is declined, or you have a billing issue in the App Store or iTunes Store - Apple Support
