I cannot get my windows surface pro 4 to bluetooth connect with my iphone 8 and have tried multiple trouble shooting steps.

Sometimes my iphone 8 will see my Win10 surface P4 listed as a bluetooth device, but when I try to connect it always says that bluetooth for my device is not supported. Everything is up to date on both devices. When I try to connect from my surface( which is a trusted device), the pairing Pin code pops up and the two devices pretend to connect. It "connects" on the surface side but fails on the Iphone. Any solutions?
