I just got an email saying that I just purchased 50 GB of iPhone storage they charge me $.99 a month but my iPhone keeps saying that my iPhone storage is full what’s up with that

You are confusing iCloud Storage with the physical storage directly on your phone. They are have nothing to do with each other. If your iPhone storage is low, you need to delete things like Apps, emails, music, photos etc., you don't need. iCloud storage is for backups of the data on your phone.
