my iPad mini 2 will not update past iOS 9.3.5... Can you please check the model number so confirm it is a Mini2?

You own a 1st gen iPad Mini. NOT a 2nd gen iPad Mini.

The 1st gen iPad Mini cannot be upgraded past iOS 9.3.5.

If you have a need/want to run iOS 11, then you will need to purchase a new, refurbished or “newer” ( used ) iPad model.

It's a first generation model, not a second, and can't be updated past 9.3.5.
