iCloud Keychain couldn’t be set up because there was a problem communicating with iCloud on my macbook pro

Any ideas how to get my key chain to switch on. I had my macbook battery reset yesterday at Apple, but now can't get it on.

MacBook Pro with Retina display, OS X El Capitan (10.11.4)

I have done all these steps, even signed out of iCloud and back in, but when I try to turn on keychain, only on this Mac, it states: "iCloud Keychain couldn’t be set up because there was a problem communicating with iCloud." Anyone have any ideas?

I am on 10.13.6
