I am trying to download High Sierra 10.13.5 and it's stuck on the File Vault encryption. It just shows estimating time remaining, but no time is showing and it's barely moved?

How long is "forever"? What kind of machine is this? Do you have an SSD?
Also, you are talking about two different things - downloading High Sierra and turning on FileVault encryption. Attempting to do both at the same time will only slow them both down.
If you have a really fast machine with a fast SSD, you can encrypt you whole startup drive in only a few hours. If you have a slower SSD, or a mechanical hard drive, you can expect it to take days.

I am not very computer savvy. I don’t know what an SSD is?
When I tried downloading High Sierra at the point when you choose where you want it downloaded, that’s when I was alerted that FileVault was running and when it was done I could continue the download. I didn’t choose for it to run and don’t know how to stop it or if I should?
I have a Mac pro from 2016. This whole thing started Because I was trying to download photos to iPhoto. I thought I downloaded High Sierra, but every time I downloaded one set of photos they ended up in multiple folders. So, I assumed I didn’t do the download of High Sierra properly so I’ve gone back to fix that.
I'm sorry, but that doesn't make sense. You have to manually initiate it. If you didn't do that or don't know how FileVault was enabled, then you should probably cancel it.
I strongly sugget a backup at this point and perhaps a visit to your local Apple Store Genius Bar.
What kind of computer do you have? And when did you buy it.
It sounds like you have already downloaded High Sierra. That was the start of the installation process.
When did you turn on File Vault?
I strongy suggest that you stop trying to install High Sierra. Create a new question about the Photos problem you are having.

It started by itself and I got a notification pop up on my computer. It still says more than a day remaining.
