I am trying to download all the photos from my iCloud.com account in one selection, however it seems there is no means to do it. Is this a bug?
In www.icloud.com - sign in with your Apple ID and password , hold command key and tap the photos to get selected , and click on download button .See these articles iCloud: select photos and videos

how are you trying? If you enable iCloud Photo Library on one or more devices it will sync all photos to each device it is enabled on
You can not select all on iClpud.com - you have to select each desired photo

1) download icloud.com Windows PC application, install and login.
2) right-click on the "Show Hidden Icons" on the Windows menu bar
3) click on download photos
4) select "all photos" and it will start downloading to the iCloud folder on the PC
5) do not do this again, or else it will download copies for no extra reason.
Apple made it simpler rather than what people think that the feature to download multiple photos were taken away, no they did not.
There is no Command key on Windows PC. Sorry, I should have been more specific with my question. Also, I found a way to do this other way.
In the article itself stating - Control-click them on a Windows .
