How to sign out of a locked Apple ID

The Apple ID says signin to verify identity, but when I do i don’t remember the security questions and the email is no longer in use and to sign out it asks me to verify

If you can't reset the password for the account on line, you will have to contact Apple directly.

Contact Apple for help with Apple ID account security - Apple Support

You can't bypass the activation lock.

Because you no longer use that email address that is attached to the Apple ID, you can add a rescue email address. This article talks about this: About your Apple ID email addresses

I would like to, but it doesn't even give me the option to being that I still have to unlock it first.
