My iPhone 8 had the same issue
Update from ios 12 beta 3 to 11.4.1 by iTunes but with no backup restore
*Windows 10
The "attempting data recovery" screen took a relatively long time(maybe 10 minutes), and it followed a prompt "press home to recover".
During the process, iTunes was giving a message called "iTunes could not connect to the iPhone because it is locked with a passcode" and did nothing revolves data restore/recovery.
iPhone 8, iOS 11.4.1, please help me

Note that a backup made with a later version cannot be restored to a previous version. Thus, your 12 beta cannot be restored to 11.4.1.

Hi, you can try to put your phone into DFU mode and try restoring by using itunes. it should work.
DFU mode will absolutely guarantee that no data can be recovered.
