Can AppleCare MD013RS/A be used for MacBook Pro (15-inch, 2016) with touch bar?

You must have bought the Mac AND the Applecare plan from Apple or an authorized reseller and when registering the Applecare, you will need to prove it with a copy of the purchase receipt. They now also sometimes require that you allow them a remote test or take it to an Apple store to have it checked for any previous damage.

Well, I do not speak Russian, but that part number appears to be for Macbook Pro.

However, unless you just bought the device from Apple, you cannot use it because you have to buy it within 364 days of purchase of the Mac from Apple or an authorized reseller. If yours is a 2016, that is not possible.
