Greg is right. If you were to delete everything off the device including the Operating system then it would maybe be at 32gb but the os has to go somewhere and they are not going to add storage just because they took away storage for the OS. You are almost never going to get 32gb of data on a 32gb device. I bought a 16gb flash drive and I couldn't use (for reasons unknown to me) the last 500mb even though they were showing available.

The capacity prior to iOS 11 on the 32GB iphone would show as 29GB and not 32GB.. Now it is showing the imaginary 32GB (or 16,256) nothing is wrong with your phone other than it being full

https://www.quora.com/Why-is-the-space-in-a-32-GB-pen-drive-only-29-GB

seller calculates 1gb as 1000x1000x1000 (base 10)

therefore the number of bytes in it is 32,000,000,000 bytes total

BUT windows calculates 1gb as 1024x1024x1024 (base 2)

so to windows 32gb= 34,359,738,368 bytes

and 32,000,000,000 divided by 1024x1024x1024= 29.8023223877 Gb
