My iphone is iphone 6 with an ios of 11.1.2 my question is why is That I still dont have an emergency alert on my phone

Emergency alerts are provided to your cellular provider by Government agencies. Not Apple.

Go to Settings>Notifications

and scroll down to GOVERNMENT ALERTS
