Where can I see all my backed up photos??

Depends on what you mean exactly by "backed up photos".

If you were using iCloud Photo Library, you can log in to the iCloud.com website, and use the Photos web App there to view all photos stored in the Library.

If you were not using iCloud Photo Library, and are instead backing up Photos directly to iCloud via the regular iCloud Backup, then those cannot technically be seen, since they are contained in the backup file on iCloud and that cannot be accessed except to restore to a device during setup. Those backed photos however, would be any photos on your device in the Photos app. So anything in the Photos app would be getting backed up if you are not using iCloud Photo Library or Photo Stream.

IF you backed up photos to icloud, it can't be viewed until you restored your device from that icloud backup.

Now if you mean you sync to icloud iCloud Photo Library - Apple Support then you sign into icloud.com on a web browser to view synced pictures.
