I changed my IPhone passcode earlier today. After I rebooted, I got a prompt to verify my IPhone Passcode. I clicked the button to verify the passcode, and it failed because I had my cellular data and WiFi disabled. Why is my passcode going to internet?

I checked with someone I'm currently having coffee with and they said the only time they have seen that message is when there is a profile on the phone, usually from an ActiveSync mail account, and they are enforcing rules that you have a passcode. That phone may have had an Exchange account on it at some time, go to Settings > General and scroll down and see if there is a profile shown. If there is delete it if you don't need it. He also said it doesn't send the passcode via the internet (Apple does not allow that) but just confirms it is set.

The local passcode on a (recent) iDevice is stored in the security enclave on the phone and is not sent anywhere off the phone.
Is you iPhone jailbroken? Can you post the prompt you received?
After I confirmed it just now, there was a paragraph stating that the passcode protects access to ICloud, so it may be backing up the passcode to the ICloud.
I haven’t used ActiveSync, since I used the Windows Mobile MDA like over 10 years ago. I do have a hotmail email account set up, as well as the Windows One Drive app installed, so what you said is most likely correct. Ok, thanks!
The phone's passcode is not saved in any backups, neither iTunes nor iCloud. That's why if you forget your passcode you can restore a backup and set a new passcode. The only place it is ever saved is on your phone, as deggie explained.
Why do you think not being connected to data or wifi had anything to do with it? What was the exact error message you got?
My IPhone isn’t jailbroken. I just clicked on the confirm IPhone passcode link, and it said “verification failed”, before I could enter anything.
I have never seen that message but do you happen to have a work email account on your iPhone?
No, I do not have work email set up, and I don’t use a VPN otherwise.
