Why does my passcode go to the internet?

I changed my IPhone passcode earlier today. After I rebooted, I got a prompt to verify my IPhone Passcode. I clicked the button to verify the passcode, and it failed because I had my cellular data and WiFi disabled. Why is my passcode going to internet?

I checked with someone I'm currently having coffee with and they said the only time they have seen that message is when there is a profile on the phone, usually from an ActiveSync mail account, and they are enforcing rules that you have a passcode. That phone may have had an Exchange account on it at some time, go to Settings > General and scroll down and see if there is a profile shown. If there is delete it if you don't need it. He also said it doesn't send the passcode via the internet (Apple does not allow that) but just confirms it is set.
