right - when you disable iCloud Photo Library all of its capabilities a gone - what do you expect? When you discontinue cable TV you can not watch it anymore - when you discontinue your newspaper subscription you stop getting getting the newspaper -- etc, etc etc
What exactly did you think discontinuing it would do other than discontinue it and all of its capablities?

Well according to Apple, to recover all of my photos back, I need to press some button in the photos category of the iCloud section that says “Download and Keep Originals.”
those directions are for people using iCloud Photo Library - not for people not using it - log back in and enable ICP then download and AFTER the download completes then log out

After disabling iCloud Photo Library on my iPhone 7 Plus, there is no option to “Download and Keep Originals.”
