I was running on a home treadmill and use a running app which has sound itself but in between plays my music. I know I can stream Music from my phone to HomePod but can I get my HomePod to literally act as a speaker for all sound on my phone and play all the sounds from my phone out loud?

Unfortunately that doesn't seem to be possible at the moment. Use Feedback - HomePod - Apple to suggest it.

This is by design. It allows you to take phone calls on your phone while music continues on your HomePod. If all sound went to the speaker, you wouldn’t be able to do this.
