hidden photos sync from iCloud to macbook photos

I am trying to determine whether hidden photos sync and upload to the cloud across all devices ? can anyone confirm or deny that this is the case

Yes, hidden focus do sync across all devices with iCloud Photo Library. If a photo will sync or not will only depend on the file format. Some file formats are incompatible with iCloud. Also photos you imported as referenced and are not copied into the library do not sync with iCloud.
