If you wiped the machine, then you won't have access to the Mac App Store until the operating system has been reinstalled, and your Apple ID is associated with the operating system, and the Mac App Store recognizes this.

Connect the MacBook Pro to a power source, and have it connected to a wired/wireless network. Not a cell phone hotspot. Boot into Internet Recovery (option+command+R). This will present a globe, and will slowly connect to Apple Servers and reinstall the version of OS X that originally shipped on the MacBook Pro when it was new. Use your Apple ID when it asks. Apply all software updates.

Once paragraph 2 is done, you can access the Mac App Store and download High Sierra 10.13.6. Do this before macOS Mojave is released in September, or you may be out of luck for High Sierra.

You will have to install any printer/scanner drivers that are provided by the respective vendor that stipulate High Sierra support. Other third-party applications should indicate their compatibility with High Sierra (10.13) from the vendor support site, or by checking at roaringapps site.
