Tried reinstalling High Sierra on my new laptop without migrating anything from my previous laptop and Netflix is broken on Safari on this laptop out of the box. Still getting error S7363-1260-FFFFD089

Interesting. The newest Mac I own is a 2017 iMac Pro which works fine. The builds for various Macs can be slightly different so perhaps that's why. I have no MBPs to check, just iMacs, a MBA and a MB. You could try the combo update and see if that helps.
I'm not sure it is Safari. I think Netflix is misinterpreting what is being reported by Safari and denies you access.
Netflix would have dimed out Apple if it was Safari. Last time I checked on Netflix's website, they just had a bunch of steps to make it work, as that link provided.
FWIW, I haven't had a problem with Safari and Netflix for at least a couple years. I checked a few Macs running 10.13.6 and 10.14b4 and it works fine for me. If you are running any extensions you might want to disable them.
Do you have an external monitor attached? That may trigger the issue as Safari must tell Netflix if you have an HDCP compliant monitor. I imagine Apple is the only company complying with this requirement. Chrome and Firefox probably just respond, "yeah, sure, whatever."
Ha! The supplemental update today has fixed several issues, this being one of them. I can now watch Netflix in Safari. If you have a 2018 MacBook Pro, install this update.
I believe it has been broken since Yosemite.
Here are some options. I just use FireFox, if I need to view Netflix on this Mac.

Ah, thanks for the info. I can watch videos through Chrome so I do have a workaround. Just surprised the Apple browser is so broken on a clean install.
Interesting -- I'm running 10.13.6 and not running any extensions in Safari.
Other than extensions, internet plug-ins, AV software etc., I don't know what the problem may be. I just run the default Safari preferences. Was it working before you reinstalled High Sierra?
No, it wasn't working before I reinstalled. I have a 2017 MBP that it does work on, but it doesn't work on a fresh reinstalled 2018.
