I follow the steps here for sound recorder but whenever I play music on iTunes the music does not record. The music stops emitting sound but keeps playing. But for YouTube I can hear the sound. Is this a bug with iTunes?

I’m not clear if you are trying to use Screen Recorder or Voice Memos to capture sound from Apps, but which ever I would think Apple would not allow due to copyright infringement.

I believe the “audio” in that situation is for you to add voice sound comments to the video, not as away to capture sound from other Apps, that’s why it’s source is the microphone.
I would say Apple has instigated a mute process if iTunes detects Screen Recorder, why YouTube doesn’t as well I’m not sure, but it’s a third party app so may be it doesn’t have the facility to do that, never the less I would still say it would obey the same rules ie no copying of internal audio.
